Contract details
The Izmail branch of the State Enterprise “Ukrainian Sea Ports Administration” (USPA) has signed a contract with the Turkish company Onur Marine Gemi for operational dredging works. The agreement, published in the Prozorro public procurement system, is valued at €954,000 (≈₴45.9 million excluding VAT).
The cost per cubic meter of dredged soil is set at €5.59. The contract runs until December 31, 2025.
Scope of works

Location: operational areas near berths No. 12–14 and No. 19–22 of the Izmail seaport.

Volume: approximately 170,500 m³ of soil.

Equipment: the contractor will deploy its own dredging vessel Hegemann IV.

Disposal: excavated soil will be transported to an underwater dump in the Danube River, located within 2 km of the dredging site.
The works are planned to last two months and are aimed at maintaining the required navigation dimensions to ensure the safe movement of vessels and the stable operation of the port.
Strategic importance
The dredging project is part of ongoing efforts to increase throughput capacity of Ukraine’s Danube ports, which have become a critical alternative logistics hub during wartime. By keeping navigation depths stable, Izmail port secures its role in handling grain exports and other cargo flows bypassing Black Sea risks.
