Ukraine is inviting international partners to join the Drone Deal initiative, a model that goes beyond purchasing finished unmanned aircraft. President Volodymyr Zelenskyy presented it at the NATO Defense Industries Forum as a framework for joint production and deeper security cooperation.
From procurement to shared capacity
Under the approach, partners can finance or buy Ukrainian drones while building production links with Ukrainian manufacturers. Joint manufacturing can increase output, spread supply-chain risk and adapt systems to the operational requirements of participating countries.
Protection of critical infrastructure
The initiative is also intended to provide faster access to tools for protecting critical infrastructure and supporting air defense. Ukraine’s battlefield experience allows designs and production priorities to respond quickly to changing threats, while international partners can contribute financing, components and industrial scale.
Industrial value for both sides
Several states and partners have already joined, according to the president, although the short announcement did not name them or specify volumes. The model matters because it treats drones as a long-term industrial partnership rather than a one-time delivery. Clear rules for technology, intellectual property, export control, quality assurance and guaranteed supply to Ukraine will determine how quickly the concept becomes durable production capacity.
