Dutch Defence Chief Hails Ukraine as Europe’s Front-Runner in Military Innovation

Flexible tactics, rapid R&D cycles and fast NATO-grade upgrades keep Kyiv’s forces a step ahead, Kajsa Ollongren says

Ukraine’s Armed Forces “are the most innovative in Europe in several critical domains,” Dutch Minister of Defence Kajsa Ollongren told reporters this week, citing:

  • Real-time battlefield adaptation. Unit commanders iterate new TTPs (tactics, techniques & procedures) within days, not months.

  • Home-grown R&D pipelines. FPV-drone swarms, EW-resistant comms and quick-turn battlefield software are fielded faster than any other European military.

  • NATO-standard convergence. Air-force C2 systems (Link-16, CSI) and F-16 integration are progressing at record speed, shrinking the usual multi-year gap to under 18 months.

Ollongren noted that Ukraine’s ability to “fight, learn and upgrade in parallel” has made it a live test-bed for Western kit and concepts. Dutch instructors now embed lessons from Ukrainian drone units into Benelux training syllabi, while allied procurement offices study Kyiv’s rapid prototyping model.

“Power is not just numbers—it’s agility. Ukraine showcases how fast thinking, digital-first forces can offset bigger adversaries,” the minister said.
