Entrepreneurs to Receive 15% Reimbursement for Ukrainian-Made Industrial Equipment

The Ministry of Economy is launching an initiative to compensate 15% of the cost for a range of Ukrainian-made industrial equipment

As part of the “Made in Ukraine” policy, eligible entrepreneurs have already been allocated UAH 17.4 million. Below are the key details about this program, including which equipment is covered, who receives the reimbursements, and how to apply.

1. Program Highlights

  1. Total Compensation

    • The government is disbursing UAH 17.4 million to entrepreneurs who purchased locally manufactured buses, trailers, elevators, and similar machinery in December 2024 and February 2025.

  2. Eligible Purchases

    • The initiative supports Ukraine’s engineering sector by offering partial compensation for selected Ukrainian-manufactured equipment with at least 40% localization.

  3. Key Manufacturers

    • Six Ukrainian firms are participating, supplying:

      • Elevators (Zavod Euroformat, Kyiv)

      • ATAMAN and Etalon buses (ISUZU-ATAMAN Ukraine and Trading House Etalon Auto)

      • Tanker semi-trailers (Everlast, Odesa)

      • Tractor trailers (Technotorg, Mykolaiv)

      • Other trailed equipment (Trans-Avto-D, Khmelnytskyi)

2. Where the Funds Go

  1. Regional Breakdown

    • Odesa Region: Over UAH 4.2 million

    • Lviv Region: Over UAH 2.8 million

    • Khmelnytskyi Region: Over UAH 2.7 million

    • Ternopil Region: Over UAH 2.2 million

    • Volyn Region: UAH 845,000

    • Ivano-Frankivsk Region: UAH 652,000

  2. Partner Banks

    • Reimbursements are processed via 25 partner banks, including:

      • Oschadbank

      • Bank Lviv

      • Pivdennyi Bank

      • Taskombank

      • Ukreximbank

3. How the Program Works

  1. Eligible Equipment

    • Must be made in Ukraine with at least 40% localization.

    • Currently, more than 250 items from 24 manufacturers appear on the official Ministry of Economy list.

  2. Application Process

    • Purchase qualified equipment through one of the authorized banks.

    • Submit an application with proof of purchase and acceptance documents to the bank.

    • After approval, 15% of the cost (before VAT) is reimbursed directly to the entrepreneur’s account.

  3. Objective

    • The initiative is part of the “Made in Ukraine” policy. By incentivizing businesses to buy domestically produced machinery, it both modernizes fleets and stimulates local engineering firms.

4. Broader Context

  • State Financing for SMEs

    • In parallel, the government’s “Affordable Loans 5-7-9%” program has provided 2,553 preferential loans worth UAH 8.1 billion to Ukrainian enterprises since early 2025.

    • Since the program’s start in February 2020, 106,300 loans have been issued, totaling UAH 368.1 billion.

Conclusion

The 15% reimbursement on Ukrainian-made industrial equipment reflects the government’s commitment to boosting domestic manufacturing and ensuring that enterprises can upgrade their assets cost-effectively. By partnering with multiple local banks and supporting various types of equipment—from buses to elevators—Ukraine’s Ministry of Economy aims to strengthen the internal market, promote industrial innovation, and sustain long-term economic growth.
