EU Approves Update of Trade Agreement with Ukraine — Duties on Agricultural Products to Be Reduced or Eliminated

The Council of the EU has endorsed a major update to the EU–Ukraine trade deal, easing tariffs on dairy, meat, fruits, and vegetables to deepen economic integration

EU Council Greenlights New Phase of Ukraine Trade Liberalization

On October 13, 2025, the Council of the European Union approved an update to the EU–Ukraine trade agreement, introducing the reduction or elimination of tariffs on a wide range of agricultural products, including dairy, fruits, vegetables, meat, and processed goods.

The update, adopted during the Danish presidency of the Council, represents a significant step toward Ukraine’s deeper integration into the EU Single Market and the establishment of a long-term, predictable trade framework within the EU–Ukraine Association Agreement (DCFTA).

“The abolition of tariffs is beneficial for both the EU and Ukraine, ensuring sustainable economic stability, strong trade relations, and further integration of Ukraine with the Union,”

Key Provisions of the Updated Agreement

The updated trade framework aims to strengthen reciprocal access between EU and Ukrainian agricultural producers while maintaining safeguards for sensitive markets.

Main Changes:

  • Reduction or elimination of tariffs on non-sensitive agricultural products such as milk, cheese, fruits, vegetables, and meat preparations.

  • Gradual liberalization for sensitive goods — including sugar, poultry, eggs, wheat, maize, and honey — to protect EU producers from market shocks.

  • Alignment with EU standards in animal welfare, pesticide use, and veterinary medicine, ensuring that Ukrainian exports meet the same regulatory benchmarks as European producers.

  • Creation of a safeguard mechanism, enabling either party to reintroduce tariffs or quotas if market disruptions occur.


A Step Toward Deeper Economic Integration

The European Commission and Ukraine agreed on the revision of the Deep and Comprehensive Free Trade Area (DCFTA) on June 30, 2025.
This update reflects a mutual commitment to creating a sustainable and balanced trade environment within Ukraine’s broader EU accession process.

“Today’s decision brings us closer together and facilitates smoother trade flows between the EU and Ukraine,”
— noted the Danish Ministry of Foreign Affairs, currently holding the EU Council presidency.

The new framework supports Ukraine’s economic recovery amid ongoing war conditions, reinforcing its position as a trusted trade partner and future member of the EU economic area.


Next Steps

Following the Council’s adoption, the EU–Ukraine Association Committee (Trade configuration) will formalize the decision under Article 29(4) of the Association Agreement.
The review process will focus on accelerating tariff elimination and expanding the list of liberalized goods.

The EU emphasizes that further market opening will depend on Ukraine’s continued progress in aligning with European production, environmental, and sanitary standards.


Context

The EU–Ukraine Association Agreement was signed in 2014 and entered into full force on September 1, 2017.
Since the beginning of Russia’s full-scale invasion in 2022, the EU has provided exceptional Autonomous Trade Measures (ATMs) — unilaterally granting duty-free access to most Ukrainian goods. These measures, renewed in 2023 and 2024, expired in June 2025 and are now replaced by the updated trade regime.
