In a clear demonstration of solidarity with Ukraine, the foreign ministers of European Union member states will gather in Kyiv on May 9—Europe Day—to send a pointed message to Russian President Vladimir Putin

French Foreign Minister Jean‑Noël Barrot confirmed on LCI television that he will join his EU colleagues in the Ukrainian capital on that date.

“The foreign ministers of Europe will meet in Kyiv on May 9… I will definitely be there,” Barrot announced.

A High‑Level EU Engagement

The September 2024 “coalition of the willing” initiative, which brings together EU members committed to Ukraine’s security, has already scheduled a heads‑of‑state summit in Kyiv on May 9. Ukrainian Foreign Minister Andriy Sybiga extended the invitation via video link at the April 14 EU Foreign Affairs Council meeting in Luxembourg, requesting the participation of President Volodymyr Zelensky and allied leaders to finalize security guarantees for Ukraine.

Germany’s incoming Chancellor, Friedrich Merz—pending his expected election—has also signaled plans to attend the Kyiv summit, underscoring the event’s strategic importance.

Europe Day in Kyiv

By choosing Europe Day for this unprecedented ministerial visit, the EU underscores its commitment to Ukraine’s Euro‑Atlantic path at a moment when Ukraine’s membership aspirations are under intense debate. The gathering will focus on:

  • Advancing Security Guarantees: Laying the groundwork for a multinational peacekeeping framework.

  • Strengthening Political Solidarity: Reinforcing the EU’s unified stance against Russia’s aggression.

  • Highlighting Ukraine’s European Integration: Demonstrating tangible support as Ukraine aligns its policies and standards with the EU.

Contrasts with Russia’s Victory Day Parade

At the same time, Russia has invited world leaders—including China, India, and Brazil—to attend its May 9 Victory Day parade in Moscow, marking the 80th anniversary of Nazi Germany’s defeat. EU High Representative Josep Borrell warned European officials against participation in President Putin’s celebrations, cautioning that attendance would “legitimize” Russia’s regime.

Serbian President Aleksandar Vučić, however, has confirmed plans to attend Moscow’s parade and will reportedly lead a Serbian military delegation to the event.

The EU foreign ministers’ visit to Kyiv on May 9 stands in stark contrast to the pomp of Moscow’s Victory Day ceremonies.
