European Commission Assesses Ukraine’s Reconstruction Projects: What Will Be Financed Through the UIF

Social housing, water supply modernization, and logistics restoration move closer to funding under the Ukraine Investment Framework

Technical assessment stage completed

The European Commission, together with the Government of Ukraine and leading financial institutions, held the next meeting on the Technical Assessment of projects under the Ukraine Investment Framework (UIF).

This stage is critical for deciding which initiatives will move forward: each project is analyzed in detail — from objectives and geography to costs and implementation steps.

The Ministry of Development and Trade is overseeing priority reconstruction areas, focusing on housing, transport, and municipal infrastructure, with special emphasis on frontline regions.


Projects under consideration

1. Social Housing Project (EIB, tranche I)

  • Construction of housing for 1,500 families of internally displaced persons (IDPs).

  • Creation of an institutional and financial base for affordable housing.

  • Pilot testing of municipal support models.

2. Water Supply and Sanitation Project (EIB)

  • Modernization of water supply and treatment facilities.

  • Upgrades to pumping stations.

  • Reconstruction of sewage networks in war-affected regions and IDP settlements.

3. RELINC Project (World Bank)

  • Restoration of key railways and roads damaged during the war.

  • Modernization of border crossing points to strengthen logistics and trade flows.


Next steps

Projects that have passed the Technical Assessment are now awaiting final approval. Once confirmed, they will receive financing through the UIF and transition to direct implementation.

Earlier in June, during a UIF Steering Board meeting in Brussels, partners also agreed to launch new investment programs aimed at restoring Ukraine’s infrastructure and supporting small and medium-sized enterprises (SMEs).


Bottom line: With technical assessments complete, Ukraine is one step closer to unlocking EU-backed financing for housing, utilities, and logistics reconstruction projects — a vital move to support displaced families and rebuild war-damaged regions.
