Finland to Lead Civil Defense Coalition for Building Shelters in Ukraine

During Ukrainian President Volodymyr Zelensky’s visit to Finland, he and his Finnish counterpart Alexander Stubb focused on advancing defense support for Ukraine and establishing a Civil Protection Coalition aimed at constructing shelters in Ukraine

Below are the key outcomes from the meeting:

1. Defense Support and Ongoing Threats

  • Continued Russian Drone Attacks
Despite indications from Russia about ceasing strikes on Ukrainian energy infrastructure, Zelenskyy noted that the night before, 150 drones targeted Ukrainian facilities, including energy sites, transport hubs, and hospitals.

  • Strengthening Air Defense
In light of ongoing attacks, Zelenskyy emphasized the need for increased air defense support and pressure on Russia to halt aggression.

2. Collaborative Defense Production

  • Bolstering Europe’s Capabilities
Both leaders stressed the importance of expanding European defense industries, with special attention to Ukraine’s proven ability to produce various types of drones.

  • Investments in Ukraine
Zelenskyy thanked Finland for providing €660 million to purchase equipment from Finnish companies to meet Ukraine’s defense needs.

3. Civil Defense Coalition for Shelter Construction

  • Finland’s Leadership
A major highlight of the discussions was the formation of a Civil Protection Coalition, led by Finland, to build shelters in Ukraine.

  • Official Launch
According to Zelenskyy, the relevant document formalizing this coalition would be signed by both countries’ ministers, enabling Finland to assist in constructing shelters and rally additional European partners to support the project.

“The Civil Protection Coalition under the leadership of Finland is extremely important for us. Our ministers will sign the relevant document today, which launches the coalition. I want to thank Finland for its readiness to help with the construction of shelters in Ukraine and its readiness to involve others in Europe in this work.”
President Volodymyr Zelenskyy

Conclusion

Finland’s assumption of leadership in a civil defense coalition to build shelters in Ukraine underscores its continuing commitment to Ukrainian security and reconstruction. Alongside strengthening air defense and investing in defense production, these initiatives highlight a broader European effort to aid Ukraine amid persistent Russian aggression.
