Strategic Dialogue on Reconstruction
The Ministry of Community and Territorial Development of Ukraine hosted a high-level meeting with leading French companies, held in partnership with the Reconstruction Agency, the French Embassy in Ukraine, and Business France.
The event brought together representatives from France’s energy, infrastructure, construction, and environmental sectors, who presented their expertise and readiness to participate in Ukraine’s post-war rebuilding process.
French Investment Priorities
French companies expressed strong interest in contributing to projects that advance sustainable development, energy efficiency, and technological innovation.
Deputy Minister Yevhen Dubogryz underscored the strategic importance of these partnerships:
“French business demonstrates not only interest, but a sincere willingness to take part in Ukraine’s reconstruction. We already have a foundation of trust and successful cooperation, and today’s meeting opens new opportunities for joint projects. Our shared goals are sustainable development, innovation, and transparent investment management,”

Key Areas of Cooperation
During the meeting, Ukrainian representatives presented several national priorities and investment opportunities:

DREAM Digital Module — a new digital platform for managing public investment projects, ensuring transparency and accountability;

Unified Project Portfolio 2026 — a comprehensive list of upcoming reconstruction and development projects requiring international investment and expertise;

Infrastructure and housing renewal, including transport corridors, public utilities, and social facilities;

Green and ecological projects, focusing on waste management, water supply, and renewable energy.
French companies highlighted their capabilities in engineering, sustainable urban planning, smart energy systems, and advanced construction technologies — aligning closely with Ukraine’s national recovery agenda.
Outlook: Ukraine–France Partnership for Reconstruction
The dialogue reinforced the long-standing partnership between Ukraine and France in urban development and economic modernization. Both sides agreed to intensify collaboration through:

Joint public-private partnerships (PPPs);

Integration of French technological solutions in Ukrainian projects;

Development of regional reconstruction programs with French participation.
This cooperation marks another step toward transforming Ukraine’s recovery into a modern, transparent, and sustainable development model — one that also strengthens European economic ties and shared resilience.
