French defense manufacturer Texelis has signed a memorandum of understanding with a Ukrainian defense enterprise to jointly develop and produce armored vehicles in Ukraine. The partnership marks a new stage in Franco-Ukrainian defense cooperation, as Ukraine continues to strengthen its domestic production capabilities with NATO-standard technologies.
According to La Tribune, the agreement envisions the use of Texelis’s Celeris chassis as the base platform for the new armored vehicles. This chassis is already used by the French Army, notably in Serval multi-role armored vehicles.

Marin Tolle, Marketing Director at Texelis, highlighted that the company is prepared to assist Ukraine in localizing armored vehicle production that meets NATO standards, particularly in the post-war period. The Celeris platform is designed for modular integration, making it suitable for multiple mission profiles including troop transport, medical evacuation, reconnaissance, and logistics.
“If approved, local production in Ukraine could become a major development milestone for Texelis and open long-term prospects in the Ukrainian defense market,” said Tolle.
