Global Alliance of Ukrainian Diaspora Launched in Rome to Support Ukraine’s Reconstruction

The initiative unites diaspora leaders, authorities, and donors to drive inclusive recovery through global cooperation and local engagement

A Global Alliance of Ukrainian Diaspora has been officially launched in Rome, marking a significant step in engaging Ukrainians abroad in the post-war reconstruction of Ukraine. The announcement was made by the International Organization for Migration (IOM), which is coordinating the initiative with support from Ukrainian and international stakeholders.

The new platform aims to transform goodwill into governance, enabling millions of Ukrainians living outside the country to contribute not only financially, but also through skills, networks, and expertise.

“Ukrainians abroad are not just watching from afar. They want to shape the future,” said Artur Erken, IOM Regional Director for Europe and Central Asia.

🎯 Mission and Objectives

The Alliance’s core purpose is to connect:

  • Diaspora communities

  • Ukrainian state and local authorities

  • Civil society and municipalities

  • International donors and institutions

Its goal is to align global support with Ukraine’s national recovery priorities, particularly in rebuilding infrastructure, restoring public services, and fostering democratic resilience.

🔧 What the Alliance Will Do

  • Establish a dedicated working group to define structure, coordination, and strategic focus

  • Develop a roadmap with practical activities, roles of stakeholders, and tools for data-sharing and impact assessment

  • Create frameworks for mutual accountability and practical cooperation

  • Support grassroots initiatives while fostering institutional coordination

Participation in the Alliance is voluntary, but members are expected to share a commitment to collective responsibility and long-term development.

🌍 A Global Ukrainian Network for Local Impact

With an estimated 20 million Ukrainians living abroad, and millions more displaced since 2022, the Alliance taps into an immense pool of resources and experience. IOM reports that consultations with diaspora members—particularly in Italy—highlighted strong interest in hands-on involvement in rebuilding schools, clinics, housing, and businesses.

A key element of the initiative is ensuring that diaspora support aligns with real needs on the ground. Special attention will be given to:

  • Regions actively engaged in recovery

  • Strengthening local-diaspora partnerships

  • Promoting inclusive and transparent development

🤝 Who Can Join

The Alliance is open to:

  • Diaspora organizations and volunteers

  • National and local governments

  • Academic and research institutions

  • Development agencies and private companies

IOM will act as a technical and strategic partner, offering research tools and frameworks based on similar transnational models of post-crisis engagement.

💬 Outlook

The launch of the Alliance represents a turning point in diaspora involvement, moving from donations to structured participation in rebuilding Ukraine’s social, economic, and institutional fabric.

This coordinated approach is expected to scale impact, reduce duplication, and ensure that the recovery is not only fast, but also inclusive, dignified, and future-oriented.
