Japan to Accelerate Assistance for Ukraine’s Energy Sector

Tokyo and Kyiv deepen cooperation to restore and protect Ukraine’s critical energy infrastructure amid ongoing Russian attacks

Japan is stepping up its support for Ukraine’s energy system, providing vital equipment and accelerating delivery timelines to help restore damaged infrastructure and strengthen the country’s resilience ahead of winter.


Meeting Between Ukraine and Japan

Minister of Energy of Ukraine Svitlana Hrynchuk held a meeting with Masashi Nakagome, the Ambassador Extraordinary and Plenipotentiary of Japan to Ukraine, along with representatives of the Japan International Cooperation Agency (JICA).

“We emphasized that our priority now is to quickly increase equipment reserves and protect energy facilities,” Hrynchuk stated. “We agreed to accelerate the delivery of assistance already planned by Japan for the energy sector of Ukraine. We also discussed involving Japanese companies in cooperation.”

The parties reviewed the consequences of recent Russian attacks on Ukraine’s energy infrastructure and the urgent measures being taken to stabilize the grid.


Scope of Japan’s Assistance

Japan’s aid has already proven critical in maintaining power supply across Ukraine. According to the Ministry of Energy, Japanese partners have provided:

  • Special equipment for emergency repair crews;

  • Tools and materials for restoring damaged transmission and distribution networks;

  • Technical assistance for emergency reconstruction in key regions, including Kyiv, Odesa, Dnipro, Kharkiv, Mykolaiv, and Kherson.

Hrynchuk noted that this support enables Ukraine’s energy companies to rapidly restore damaged capacities and ensure uninterrupted electricity supply to households and essential facilities.


Strategic Cooperation and Future Plans

The sides discussed further involvement of Japanese technology companies in Ukraine’s reconstruction projects, including modernization of grid protection systems and renewable energy integration.

Japan’s collaboration through JICA and other bilateral programs is part of its broader strategy to support Ukraine’s recovery, energy security, and transition to cleaner technologies.

Ambassador Nakagome reaffirmed Tokyo’s commitment to “standing with Ukraine in rebuilding sustainable and resilient infrastructure.”


Context: G7 Support for Ukraine’s Energy Sector

The meeting followed recent consultations between G7 ambassadors, Minister Hrynchuk, and leaders of Ukraine’s major energy companies to assess the most urgent post-attack needs. The discussions focused on coordinating international assistance to ensure rapid recovery of generation and transmission capacity after Russia’s large-scale strikes on energy facilities.
