Less Than One Percent of Damaged Housing Restored in Kyiv

Only 25 of more than 3,000 damaged buildings have been fully repaired, while most remain at the documentation stage

Slow Pace of Recovery

The restoration of Kyiv’s residential buildings after Russian attacks remains critically slow. According to city council member Serhiy Popenko, as of now, only 25 out of 3,129 damaged houses have been fully restored — this is less than 1% of the total number affected.

The situation is particularly difficult for the 88 most severely damaged buildings, 49 of which were affected in 2025 alone.

“Work is ongoing at 7 sites. The remaining buildings are still at the design and documentation stage,” — said Popenko.


Why Recovery Is Stalled

Experts and local officials cite several key reasons for such a slow pace of reconstruction:

  • Complex and lengthy design approval procedures.

  • Lack of funding and difficulties in attracting both state and donor resources.

  • Shortage of qualified construction companies willing to take on damaged, high-risk objects.

  • Priority given to critical infrastructure and public facilities rather than residential buildings.


What’s Next

Kyiv authorities note that comprehensive recovery planning is ongoing, with a focus on prioritizing the most affected areas and coordinating donor assistance.
However, without accelerated documentation and financing mechanisms, the restoration of private housing may stretch over years.

The capital’s reconstruction plan foresees the creation of a single urban recovery map, which will integrate data on damage, funding, and progress for each building — an initiative still under development.
