French President Emmanuel Macron is expected to bring up the idea of deploying a peacekeeping mission in Ukraine during the European Union leaders’ summit scheduled for December 18-19, according to sources among EU diplomats

Early-Stage Concept

Two EU diplomatic sources described the peacekeeping proposal as “very raw” and still in the conceptual phase. They noted that conversations about the possibility are underway in advance of an expected dialogue with U.S. President-elect Donald Trump. Another EU diplomat indicated that while no formal plan is on the table yet, such a discussion seems “inevitable.”

To date, President Macron has not publicly commented on or confirmed his intentions regarding the peacekeeping initiative.

Reports suggest that Macron plans to consult with Poland on the creation of a potential European peacekeeping mission in Ukraine. This consultation could pave the way for more detailed proposals and the establishment of a coalition of willing states.

The European Union currently lacks unanimous support for sending any form of peacekeeping troops into Ukraine. Some member states may be more open to the idea than others, and it might ultimately require building a coalition of countries willing to undertake such a mission.
