Swiss-Backed Reconstruction Projects Begin
Ukraine and Switzerland are expanding cooperation in reconstruction and infrastructure. Following a meeting between the Ministry of Development and Swiss Ambassador Jacques Gerber, it was announced that 76 million Swiss francs have been allocated for projects in railway modernization, housing, and regional recovery.
Preparatory processes are already underway, with implementation scheduled to begin in October 2025.
Industrial Production for Railway Transition
A key project will be the construction of a new plant in Kremenchuk (Poltava region) for the production of fasteners for Eurotrack transition.
Additionally:
-
Production of contact wires for railway electrification will be launched.
-
These initiatives are part of Ukraine’s integration with the European rail system and modernization of critical transport infrastructure.
👉 This plant will become a strategic industrial hub for ensuring Ukraine’s interoperability with EU railway standards.
Housing Sector Recovery
Swiss assistance will also extend to the social sector:
-
Construction of modular housing for internally displaced persons (IDPs) in Vinnytsia and Sumy regions.
-
Replacement of windows in damaged housing in Kharkiv and other frontline communities.
These efforts combine infrastructure modernization with humanitarian support, ensuring resilience in war-affected areas.
Project Portfolio and PPP Opportunities
All initiatives are included in the Unified Project Portfolio, which allows projects with Swiss financing to proceed without bureaucratic delays.
The Ministry of Development is also considering:
-
Using Swiss grants for blended financing of public-private partnership (PPP) projects.
-
Expanding cooperation with Swiss railway companies and the Swissrail association.
A new Project Preparation Facility (PPF) was presented by the Swiss side, aiming to:
-
Help local communities develop project documentation.
-
Strengthen community finance units.
-
Support reforms in public investment management.
Strategic Outlook
The Eurotrack fasteners plant in Kremenchuk and the contact wire production initiative mark Ukraine’s industrial shift towards European standards. Combined with housing and infrastructure support, Swiss-backed projects not only strengthen Ukraine’s economy but also accelerate its integration into the EU transport and reconstruction framework.
📌 Conclusion: With Swiss financing, Ukraine is building both industrial capacity and social resilience. The Kremenchuk plant will serve as a strategic asset in aligning the country’s railway network with the EU, while modular housing and infrastructure aid strengthen regional stability.
