Ukraine’s newbuild market keeps commissioned housing near last year’s level

Completed units remain resilient while new construction starts jump by 40%

Ukraine’s primary housing market shows mixed but resilient dynamics: completed housing volumes stayed almost at last year’s level, while new starts accelerated strongly.

Published market data citing state statistics indicate that 117.6 thousand housing units were commissioned in 2025, only 0.7% below the previous year. At the same time, the number of units launched into construction rose to 97,078, up 40% versus 2024.

Structural signals

  • Commissioning remained close to annual baseline despite wartime pressure.
  • Apartment-vs-private housing mix is moving toward a more balanced profile.
  • Developers are reopening pipelines in expectation of sustained demand.

Price dynamics also remain upward across regions, with western regions among the fastest-growing in average square-meter pricing.

For investors and developers, the key takeaway is that supply recovery is not linear, but the market is clearly rebuilding capacity rather than freezing.
