New obligations for agribusiness
Starting 2026, Ukraine will tighten requirements for non-financial reporting that covers the social and environmental activities of companies. The decisive shift, however, comes in 2027, when these rules will become mandatory for small and medium-sized agricultural enterprises.
According to the Ukrainian Agricultural and Food Safety Agency, this means that even small farms will need to collect and present structured data, such as:

the types and amounts of fertilizers and plant protection products applied,

the number of employees engaged in production.
This information will be essential for the entire value chain. Processors and exporters purchasing products from farms will be obliged to require such reports to comply with new EU regulations and directives.
Why it matters for small farms
While large companies already implement ESG principles (Environmental, Social, Governance), smaller farms now face a steep adaptation curve.

Implementation of policies is already stimulating competition and pushing producers to modernize production, which not only benefits the environment but also improves export opportunities.
“Constant modernization within the limits of each producer’s capacity is essential — it affects both environmental conditions and future trade prospects,” Hopka concluded.
European integration perspective
Mandatory non-financial reporting is part of Ukraine’s alignment with EU norms. By 2027, even small farms will need to provide transparent environmental and social data to keep access to EU markets and maintain trust with buyers.
