On July 17, 2014, Russia shot down a Malaysia Airlines passenger jet flying from the Netherlands. It fell on the territory of the Donetsk region: all crew members and passengers were killed.
Based on the evidence submitted by Ukraine and the Netherlands for consideration, the PACE issued a verdict: "Based on the evidence made available to its rapporteur by Ukrainian and Dutch authorities, it considers "as the most convincing scenario by far" that flight MH17 was shot down over Ukraine in 2014 by a Buk missile made available to military units controlled by the Russian Federation," the newsroom of Council of Europe. The PACE resolution was adopted unanimously.

"Instead of providing reliable information to the competent investigative bodies, the Russian authorities spread disinformation, including successive contradictory versions of the events designed to create confusion. As demonstrated by open-source intelligence published in numerous reports, the Russian authorities even went so far as to submit manipulated radar, satellite and other data to obfuscate the truth," Titus Corlatean. PACE completely denied Russia that MH17 was destroyed by Ukrainian Su-25s or MiG-29s and that the missile that shot down the Boeing was fired from Ukrainian-controlled territory.
