The inaugural meeting of Ukraine’s delegation with its “coalition of the willing” partners wrapped up today at the Élysée Palace in Paris

Led by Defense Minister Rustem Umerov, the Ukrainian team—including Head of the Presidential Office Andriy Yermak and Foreign Minister Andriy Sybiga—conferred with senior advisers from France, the United Kingdom, and Germany.

Key Participants:

  • Emmanuel Bonn, National Security Advisor to the President of France

  • Jonathan Powell, Advisor to the Prime Minister of Great Britain

  • Jens Plötner, Advisor to the Chancellor of Germany

Agenda and Outcomes:

  • Ceasefire Implementation: Coordinated positions on the framework and timeline for a complete ceasefire.

  • Multinational Military Contingent: Explored the structure, mandate, and deployment conditions for allied forces to guarantee Ukraine’s security.

  • Security Architecture: Discussed the design of a robust, long‑term security guarantee system tailored to Ukraine’s defense needs.

“We discussed further steps to achieve a just and sustainable peace,” Umerov reported. “Work on security guarantees for Ukraine is ongoing.”

This Paris meeting marks the first formal negotiation under the “coalition of the willing” banner, underscoring a shared commitment to ending hostilities and establishing lasting security for Ukraine. Further sessions are expected as the partners refine operational details and formalize agreements.
