Despite ongoing hostilities and the focus on restoring critical infrastructure, Ukraine’s government is already preparing for the gradual reopening of airspace and the revival of civil aviation.
According to Deputy Minister of Community and Territorial Development Maryna Denysiuk, an in-depth analysis of the air transportation market is underway, alongside the preparation of scenarios and action plans for when flights can safely resume.
“We are developing preventive steps so that, once conditions permit, we can immediately restore air traffic. Strategic readiness will save valuable time for Ukraine’s economy and connectivity,” — said Denysiuk.
What the Civil Aviation Development Strategy Includes
The draft Civil Aviation Development Strategy of Ukraine until 2030 sets out a comprehensive roadmap for restoring the industry. Among its key priorities:

Ukraine has intensified cooperation with international partners to prepare for the post-war recovery of the aviation sector.
Recent talks with a French business delegation focused on potential areas of cooperation in civil aviation modernization, airport investment, and air navigation infrastructure.
The participation of French companies — including those specializing in aerospace engineering, radar systems, and airport management — will help Ukraine form realistic technical and financial recovery scenarios.
“These partnerships are essential for building a modern, reliable, and secure aviation environment aligned with EU standards,” — government representatives noted.
When Air Traffic Can Resume
Officials stress that airspace will reopen only after hostilities cease and the security situation stabilizes. The timeline will depend on:
