Romania & Netherlands Launch Joint Center to Train Ukrainian F-16 Technicians

New hub at Fetești Air Base will deliver fast-track maintenance courses and deepen the NATO-led Aviation Coalition supporting Kyiv

What Happened?

On 7 May 2025 Romania and the Netherlands signed a memorandum of intent to open a joint F-16 Technician Training Center for Ukraine. The agreement was finalized during Dutch Defence Minister Ruben Brekelmans’ visit to Romanian counterpart Angel Tîlvăr in Bucharest.

Where Will the Center Operate?

  • Location: Fetești Air Base, south-east Romania

  • Existing Asset: The base already hosts the European F-16 Pilot Training Center (EFTC), which instructs Romanian and Ukrainian pilots.

  • Aircraft: Eighteen Dutch F-16s earmarked for Romania will be permanently based at Fetești and integrated into the new maintenance-training syllabus.

Why Is It Important?

Strategic Benefit Details
Bolsters Ukrainian Air Defense Trained ground crews are essential for safe sortie rates once the first Ukrainian F-16 squadrons arrive later in 2025.
Complements Pilot Programs Technician courses close a critical skills gap that pilot schools alone cannot address.
Speeds Up Deployment On-site Dutch instructors and Romanian infrastructure allow accelerated, hands-on learning.
Strengthens NATO-Ukraine Aviation Coalition Adds a second pillar—maintenance—to the coalition’s pilot-training track in Denmark, the U.S. and the UK.

“Ukraine doesn’t just need pilots; it also needs well-trained maintenance personnel. Together with Romania, we’re taking the next vital step,”
Ruben Brekelmans, Minister of Defence, Netherlands

What’s Next?

  1. Curriculum Development – Dutch and Romanian air-force specialists will finalize syllabi covering avionics, engines, weapons and battle-damage repair.

  2. Facility Upgrade – Hangars and simulators at Fetești will be adapted for intensive technical training cycles.

  3. First Cohort – The initial group of Ukrainian technicians is expected to arrive in Q3 2025.

  4. Long-Term Vision – The center could expand to regional F-16 users, enhancing interoperability across NATO’s eastern flank.
