Saudi FAS Energy plans to acquire four Ukrainian solar power plants

The transaction would transfer controlling stakes in renewable assets from SPP Development Ukraine, subject to competition approval

Saudi company FAS Energy is seeking approval to acquire controlling stakes in four Ukrainian solar power plants owned by SPP Development Ukraine. The applications concern Borodianka Solar Power Plant, Myhalivska Solar Power Plant, Solar Power Plant No. 8 and Solar Power Plant No. 11.

Transaction under competition review

Each application covers the purchase of more than 50 percent of the relevant company, giving the buyer control. Ukraine's Antimonopoly Committee must assess the concentration before the ownership change can proceed.

Renewable assets and operating expertise

SPP Development Ukraine works across renewable-energy development, engineering, procurement and construction, project management, and operation and maintenance. The planned deal therefore concerns both generating assets and an established Ukrainian renewable-energy platform.

Signal for international investors

A Saudi investor's entry into Ukrainian solar generation would show that operating energy assets can attract foreign capital despite wartime risk. For investors, the decisive issues include legal title, grid connection, production history, power-sale arrangements, insurance and the condition of equipment.

Competition clearance is a necessary step rather than final completion. The parties still need to satisfy transaction conditions and arrange the transfer of control. If completed, the acquisition could support further modernization and demonstrate a practical route for investment in Ukraine's distributed energy infrastructure.
