Solar Panels to Become Mandatory in Educational and Healthcare Institutions in Ukraine

The Cabinet of Ministers of Ukraine has mandated the installation of solar panels in educational and healthcare institutions as part of a broader initiative to enhance energy efficiency and promote the use of renewable energy

This decision, announced by the Cabinet’s permanent representative in the Verkhovna Rada, Taras Melnychuk, is set to be implemented by the end of 2025.

Scope of the Mandate

The directive requires that solar energy generating units and electrical energy storage systems be installed in various public and administrative buildings. This includes educational institutions, healthcare facilities, and institutions within the social protection system. The goal is to ensure that these buildings can generate their own electricity, thereby reducing dependency on traditional power sources and enhancing energy security.

Funding and Implementation

The financing of this initiative will be sourced from a combination of international technical and humanitarian aid, as well as non-governmental funds dedicated to supporting renewable energy and energy efficiency measures. Other legally permissible sources of funding may also be utilized to support the installation of these solar systems.

Government Directive

The directive applies to ministries, central executive bodies, and regional military administrations, all of which have been tasked with ensuring the implementation of these measures by the specified deadline of December 31, 2025.

Strategic Impact

This move is part of Ukraine’s broader strategy to increase its reliance on renewable energy sources and improve energy efficiency across the public sector.
