The right to dispose of Ukrainian land was finally transferred to local communities

Changes were introduced to facilitate access to land for citizens and entrepreneurs

On April 28, the Parliament of Ukraine adopted the draft law "Amendments to the Land Code and other legislative acts to improve the system of land administration and deregulation". As reported in the Explanatory note, it "was designed to improve land documentation, eliminate excessive State interference, implement land administration and land assessment in Ukraine and facilitate access to land for citizens and entrepreneurs".

Roman Leshchenko, Minister of agrarian policy and food of Ukraine, wrote on his Facebook page that with the adoption of the law, the right to dispose of land has been transferred to the citizens definitively and irrevocably.

What changed with the adoption of "Amendments to the land code and other legislative acts to improve the system of land administration and deregulation":

  1. Transfer of State-owned land to communal invest.com/investing-in-ukraine/business-for-sale/buy-property/" rel="dofollow">property outside the boundaries of the population centres. The exception is land that is tedious for the State to carry out its functions.
  2. Local governments are given the authority to change the purpose of private land parcels and to approve land planning beyond the boundaries of the localities
  3. Elimination of redundant permits and duplication of clearance procedures
  4. Implemented independent monitoring of land documentation through public review and review
  5. Land records are given public, open and accessible status
  6. Integration and harmonization of land-contracting, topographic geodetic and cartographic activities
  7. Introduction of occupational liability insurance as an alternative to State control
  8. Reduction of the cost of work and the length of time required for land administration procedures
  9. Provincial State administrations and executive bodies of rural and urban councils are given the authority to exercise State control over the use and protection of land
  10. Amendments to the Act of Ukraine are envisaged in order to enhance the prestige of the profession of land-management workers and to provide for the possibility of assessing the highest professional abilities of land-contracting engineers and their special services to the State "About State awards of Ukraine" and introduction of the honorary title "Honored land contractor of Ukraine".
