The authors and initiators of the law are senators Michael Bennett and Rob Portman. the law aims to redistribute bloody money from seized accounts to help Ukraine.
The liquidated accounts of Russian businessmen and assets found by the authorized company KleptoCapture, in accordance with the law, will be redirected to correct the consequences of the horrors that Russia has caused in Ukraine. According to the bipartisan document, the State aid fund will be managed by the State department in collaboration with the United States Agency for international development.
"Ukraine is currently experiencing the worst refugee crisis since World War II — they need our help. One way to help is to move from freezing the assets of Russian oligarchs and wealthy citizens to confiscating and providing these funds to the people of Ukraine,'' Rob Portman commented.
Michael Bennett added that the Law on assistance to Ukraine to Ukraine would force Putin and his establishment to pay for violating Ukraine's inviolability and violent invasion. The document guarantees that the seized Russian assets will be transferred directly to the Ukrainians.
