Transition from the Soviet System: New Tasks Defined for Ukraine’s Reserve Management Agency

In a major reform aimed at modernizing Ukraine’s approach to reserve management, the Cabinet of Ministers has approved new regulations for the State Agency for Reserve Management, effectively replacing the outdated Soviet-era State Reserve

This restructuring is a key part of Ukraine’s broader efforts to strengthen national stability through modern, efficient management of state reserves.

Key Aspects of the New Regulations

During a government meeting, Prime Minister Denys Shmyhal announced the transition and emphasized the importance of the reform. The newly approved regulations establish the legal basis, functions, rights, and obligations of the State Agency for Reserve Management. Key responsibilities include:

  • Management of the State Material Reserve:
    The agency will serve as the balance holder for the state’s material reserves, ensuring comprehensive oversight of these assets.

  • Planning and Procurement:
    It is tasked with planning the annual supply volumes of material assets, selecting suppliers in compliance with Ukraine’s Public Procurement Law, and concluding state contracts or agreements for asset procurement and deposit.

  • Custody and Reserve Formation:
    The agency will choose responsible custodians and implement proper procedures for the formation, placement, storage, refreshment, and eventual release of material assets.

  • Strategic Asset Release:
    Following Cabinet decisions, the agency will manage the release of reserves to meet Ukraine’s strategic needs during emergencies or periods of national defense.

Significance of the Reform

Prime Minister Shmyhal highlighted that this reform marks the final shift from the Soviet system to modern methods of reserve management. "To strengthen the stability of our state, we are continuing the reform of the state reserve. We have already liquidated the old State Reserve and created the new State Agency for Reserve Management of Ukraine," he explained, emphasizing that further reforms are essential for enhancing national stability.

According to Taras Melnychuk, the government representative in parliament, the new Regulation on the State Agency for Reserve Management has been officially approved. This development follows the liquidation of the previous State Reserve Agency in September 2024 and the subsequent implementation of a new procedure for reserve formation along with an algorithm for conducting procurement inspections.
