Turkey Ready to Guarantee Ukraine’s Maritime Security

President Zelensky: Ankara offers to assume responsibility for security at sea within the framework of the “Coalition of the Resolute.”

Turkey Joins Security Guarantees Discussion

During a press conference with NATO Secretary General Mark Rutte in Kyiv on August 22, Ukrainian President Volodymyr Zelensky announced that Turkey expressed readiness to guarantee Ukraine’s maritime security.

According to the President, Ankara declared its intention to join the framework of the “Coalition of the Resolute”, which brings together partner countries developing long-term security commitments for Ukraine.


What Security Guarantees Mean for Ukraine

Zelensky emphasized that discussions are still ongoing regarding the division of responsibilities among coalition members:

  • Some states may provide military presence;

  • Others — intelligence support;

  • Certain allies, limited by constitutional restrictions, may offer financial contributions instead of direct involvement;

  • Turkey specifically offered to guarantee security in the maritime domain.

“It is still too early to say who can provide their military, who intelligence, who is present at sea and who is in the sky, and who is ready to finance. (…) But Turkey stated: ‘We want to be part of the security guarantee for Ukraine in the sea,’” Zelensky underlined.


Two-Level Security System in Progress

The President recalled that the future system of security guarantees for Ukraine will be built on two levels:

  1. International commitments from partner countries (military, intelligence, financial, maritime, or aerial support).

  2. Institutional guarantees negotiated with European states and the United States to ensure resilience and long-term stability.


Summary:
Turkey’s readiness to ensure maritime security marks an important addition to Ukraine’s evolving system of guarantees. While the exact contributions of each partner state are still being finalized, the Coalition of the Resolute demonstrates growing international commitment to strengthening Ukraine’s defense architecture.
