New legislation replaces three separate permits with a single integrated environmental permit, aligning Ukraine with EU industrial emission standards

Ukraine Implements European Standards for Industrial Pollution Control

On August 8, 2025, the Law of Ukraine “On Integrated Prevention and Control of Industrial Pollution” officially came into force, introducing modern European integration approaches to prevent and reduce industrial emissions. The legislation aligns Ukraine’s environmental policies with EU Directive 2010/75/EU on industrial emissions.


Key Changes Introduced by the Law

  • Single Integrated Environmental Permit – Replaces three separate permits for special water use, air emissions, and waste management.

  • European Work Standards – Gradual transition to best available technologies (BAT) and modernization of industrial installations.

  • Deregulation & Simplification – Unified permitting process for all major environmental impacts.

  • Digitalization – All procedures processed online via the Unified State Register of Integrated Environmental Permits on the EcoSystem platform.

  • Transition Period – Existing enterprises have up to four years to adapt to the new system.

  • Business Consultations – Guidance provided for industrialists on compliance and permitting.


Implementation & Impact

The Ukrainian government has approved all necessary regulatory acts for the law’s rollout and created an IT system to handle permit applications.

New installations will operate exclusively under the updated rules, while existing facilities will transition gradually. Permits issued under the old system will remain valid until an integrated permit is obtained, but no later than four years from the law’s enactment.

The reform is expected to reduce environmental pollution, streamline regulatory procedures for businesses, and strengthen Ukraine’s alignment with EU environmental standards — a key step in the country’s European integration process.
