Ukraine and US Expand Defense Industry Cooperation: Shmyhal Meets with DFC and Julie Davis

Talks in Kyiv focused on new joint ventures, drone co-production, and large-scale investment projects with American manufacturers

High-Level Meeting in Kyiv

On September 15, 2025, Ukraine’s Minister of Defense Denys Shmyhal met with Julie Davis, Chargé d’Affaires of the United States in Ukraine, and a delegation from the US International Development Finance Corporation (DFC).

Shmyhal emphasized:

“I thanked the United States for its comprehensive support. Ukraine highly values military and economic cooperation with our strategic partner.”

Key Discussion Points

  • Launch of new joint ventures in Ukraine’s defense sector.

  • Expansion of large-scale investment projects with US manufacturers.

  • Reinforcement of industrial cooperation in wartime and post-war reconstruction.

Shmyhal noted that American defense companies show significant and consistent interest in developing cooperation with Ukraine.

Focus on Drone Co-Production

The meeting builds on earlier agreements signed in July 2025, when Ukraine and several US companies committed to the joint production of drones:

  • Main emphasis: interceptor drones – proven effective against Russian UAVs.

  • Production goals: hundreds of thousands in 2025, with a further increase in 2026.

  • Co-production involves multiple companies from both countries.

Additionally, US company AeroVironment signed an agreement in October 2024 to localize production of Switchblade 600 drones in Ukraine.

Strategic Importance

The talks underline:

  • US–Ukraine partnership in defense industrial capacity building.

  • Expansion of investment via DFC into Ukraine’s defense sector.

  • Long-term positioning of Ukraine as a hub for advanced defense technologies.

Shmyhal concluded:

“I thank our partners for the constructive dialogue and willingness to develop our cooperation.”
