Ukraine states it is ready to begin biomethane exports to Germany once the required EU database infrastructure is launched and relevant German quota legislation for green gas is fully implemented. The expected supply base is biomethane produced from agricultural feedstock.
A key operational task is certification of national ETS emissions verifiers. German experts are expected to support this process to unlock export procedures and reduce compliance bottlenecks.
Main agenda blocks discussed
- biomethane export readiness and legal synchronization
- ETS verifier certification support
- CBAM impact on Ukrainian metallurgy and emissions assessment methods
- cooperation in AI, quantum, biotech, dual use technology, space, and energy
CBAM concern raised by Ukraine
The Ukrainian side emphasized that current emissions assumptions can overestimate carbon intensity for steel partially produced from scrap with low carbon electricity. Faster technical harmonization is viewed as essential for restoring stable export conditions.
What comes next
Parties also discussed startup accelerators and pilot retraining programs. A bilateral framework document is expected to be prepared for formalization during URC-2026 in Gdansk.
