Ukraine Considering Online Voting for Post-War Elections

The Ukrainian government is exploring various electoral options, including electronic voting, as it plans for elections once the war with Russia ends, Politico reports

Ensuring free and fair elections will be crucial in stabilizing Ukraine’s domestic situation and advancing its strategic goal of joining the European Union.

Studying International Experience
Olena Shulyak, head of the Servant of the People party and chair of the Verkhovna Rada Committee on State Power, Local Self-Government, Regional Development, and Urban Planning, stated that Ukraine is currently reviewing European practices for conducting elections under difficult circumstances.

“We need to understand how to hold democratic elections using the best and most effective practices,” Shulyak told Politico.

Challenges with Displaced Voters
One of the main hurdles is the large number of Ukrainians displaced by the war, both internally and abroad. Shulyak estimates that about 6.5 million people are internally displaced, and millions more live outside Ukraine’s borders. The government must address logistical challenges: where these citizens are located and how they will cast their ballots.

Even after the conflict ends, ensuring voting rights for those still residing in Russian-occupied territories or scattered worldwide poses significant difficulties. “Where are these people now, where will they vote – these are all issues that must be resolved,” Shulyak said.

Exploring Alternatives
Ukrainian officials are examining various European models to find a practical approach. Electronic voting is one option under consideration, alongside voting by mail, in-person voting at foreign polling stations on election day, and possible proxy voting arrangements. The government is particularly focused on cybersecurity and the technical feasibility of online voting.

Continuity of Presidential Powers
The article also notes that President Volodymyr Zelensky remains in office beyond May 21, 2024, as elections cannot be held during wartime. His mandate is upheld by both constitutional guarantees and Ukraine’s martial law provisions, ensuring the continuity of power until elections are possible.
