Ukraine brings construction producers into new material pricing system

A national product codifier and price database aim to improve transparency in construction and recovery spending

Ukraine is reforming construction pricing through two linked tools: a Construction Product Codifier and a state database of building-material prices. Producers and industry associations can now participate directly in developing and supplying information for these systems.

The codifier is intended to standardize how construction resources are identified. The database should provide current price indicators for materials used in public construction and recovery projects, reducing inconsistencies between estimates and market conditions.

Market data for public accountability

Manufacturers that join the cooperation memorandum will regularly exchange data, provide feedback and help improve information about products. Participation requires reviewing the memorandum, signing an accession statement and sending it to the ministry.

Reliable classification and price data can make project estimates easier to compare, improve procurement planning and strengthen oversight of public funds. The reform is particularly relevant as construction costs rise and recovery programs create demand across many material categories.

The system will be credible only if information remains current, comparable and open to verification. Broad participation by producers can improve coverage, while clear methodology is needed to prevent individual suppliers from distorting reference prices.
