Price control without freezing projects
Ukraine is preparing changes to the rules for analyzing construction prices in public projects. The Ministry for Communities and Territories Development discussed the draft with anti-corruption experts, international partners, local authorities and the State Audit Service.
The goal is to keep public reconstruction spending transparent without making every customer drown in paperwork. Deputy minister Natalia Kozlovska said the system must balance accountability with the need to build quickly, especially when critical infrastructure and recovery facilities cannot wait for slow procedures.
How the new approach works
The draft changes to Cabinet resolution No. 1512 introduce a more differentiated model. For procurement above one million five hundred thousand hryvnias, price analysis remains structured. For smaller purchases, customers may define internal procedures themselves, which should cut routine bureaucracy.
The reform also separates construction resources by importance. Price-forming materials may still require a full procedure, mid-level resources may go through a simplified check, and low-value items should face minimum formalities. According to the ministry, this could reduce reporting time by up to eighty percent. Manufacturer price lists and database information may be treated like commercial offers, while suppliers will be responsible for the status of their own proposals.
Why this matters for reconstruction
For municipalities, builders and investors, the proposed model is important because public construction has to be both fast and defensible. Customers need protection from subjective claims by inspectors, while contractors need clear rules that do not change after work begins.
The planned use of the digital construction system and a price database can make procurement more predictable. At the same time, the ministry stresses that database prices are indicative, not an obligation to sell at that level. If implemented well, the reform can help Ukraine spend reconstruction funds with less administrative noise and more practical control.
