Ukraine Joins EU’s Single Roaming Zone

The Verkhovna Rada has passed a law to integrate Ukrainian roaming services with those of the European Union

This development is part of a broader effort to harmonize Ukraine's digital market with the EU's Single Digital Market.

Key Provisions of the Law:

  1. Seamless Communication:

    • Ukrainians in the EU: Ukrainian mobile users will be able to use their communication services in EU countries without incurring additional charges for up to four months.
    • Europeans in Ukraine: Similarly, European mobile users will enjoy the same benefits when in Ukraine.
  2. Integration with the EU's Single Digital Market:

    • The law facilitates Ukraine's gradual integration into the EU’s Single Digital Market, specifically by joining the EU's "Roaming Like At Home" (RLAH) zone. This move aims to eliminate roaming charges between Ukraine and EU countries, fostering greater connectivity and cooperation.
  3. Harmonization of Legislation:

    • The new legislation aligns Ukraine's national electronic communications laws with those of the European Union, ensuring compatibility and compliance with EU standards.

Background:

  • Extension of Free Roaming: In July 2023, the European Commission extended free roaming for Ukrainian users for an additional year. This agreement was supported by seven Ukrainian and 22 European mobile operators.
  • Support for Ukrainian Refugees: The availability of free roaming is particularly beneficial for Ukrainians seeking asylum in Europe, enabling them to maintain contact with their families and friends in Ukraine without extra costs.

This law marks a significant step towards closer digital and economic integration between Ukraine and the European Union, enhancing connectivity and communication for citizens and businesses alike.
