Ukraine has introduced its first artificial-intelligence-enabled government service, rolling out automated licensing through the “eDozvil” platform. The launch begins with veterinary permits, where AI verifies submitted documents in real time and communicates with the Diya portal — reducing refusals, speeding up decisions, and freeing state employees from routine checks.
The service is part of a broader public-sector innovation strategy that includes the national launch of 5G, recovery of destroyed telecom networks, and adoption of advanced satellite-to-phone communications.
Early pilots — including 5G tests at Kyiv’s Institute of Information and Communication Technology and the trial of Direct-to-Cell satellite connectivity — highlight Ukraine’s ambition to leapfrog legacy infrastructure and position itself as a post-war digital-governance leader.
