Ukraine Launches Full Online Notary Service for Citizens Abroad via “e-Consul”

New digital system allows Ukrainians in 120 countries to file notarial documents remotely, reducing consular visits  

The Ministry of Foreign Affairs has rolled out a nationwide online notarial service for Ukrainians living abroad, allowing citizens to submit applications and upload documents electronically for notarial acts through the e-Consul system across all 120 embassies and consulates.

Available worldwide as of this week, the upgrade enables users to:

  • apply online for notarial services (e.g., powers of attorney, statements);

  • access document templates;

  • upload supporting files directly via their digital account in the MFA portal.

While a brief in-person visit is still required to collect the finalised document, preliminary paperwork no longer needs to be submitted at the consulate in person — significantly reducing time and administrative burden for Ukrainians overseas.

Since the staged launch began in July, almost 500 people have already used the service. The initiative, supported by the UN Development Programme and Ministry of Justice, reflects Ukraine’s drive to modernise consular services and better protect citizens’ rights abroad through EU-standard digital solutions.
