A new phase of port digitalization
Ukraine’s Ministry for Restoration, Infrastructure and Transport is attracting a 1.5 million euro EU grant for the next stage of the maritime single window project. The phase will be implemented with support from the European Commission through the European Maritime Safety Agency and is expected to run from 2027 to 2028.
A maritime single window is a digital system that allows shipping companies and maritime agents to submit all information on vessel calls through one electronic portal. For ports, this means less duplication, faster processing and a clearer division of data between business and state bodies.
Integration with European standards
The goal is to prepare the legal, organizational and technical foundation for a Ukrainian maritime single window compatible with the European system. It should allow electronic data exchange between shipping companies, ports and state agencies under common European rules, and later help integrate Ukrainian ports into the European digital maritime transport space.
The project will analyze whether existing Ukrainian solutions, including DocPort, can be integrated into the future system. Separate components may be included if they meet EU legislation and international standards.
Why it matters for logistics
The work will include analysis of current vessel clearance procedures, selection of the best governance model, distribution of powers among public authorities and preparation of legal acts. Experts are expected to draft a comprehensive maritime single window law, secondary regulations, a national data dictionary and recommendations for staged implementation. For investors, this is a quiet but important reform: faster digital clearance reduces friction in ports and makes maritime logistics more predictable.
