Ukraine Moves to Align Green Energy Legislation with EU Standards

Draft law introduces EU-compliant rules for renewable energy, energy storage, and biofuels sustainability criteria

Ukraine Adopts EU-Aligned Renewable Energy Draft Law

The Ministry of Energy has published a draft law aimed at bringing Ukraine’s renewable energy regulations in line with European Union standards. The initiative fulfills commitments under the Energy Community Treaty and implements provisions of Directive (EU) 2018/2001, harmonizing Ukraine’s legal framework with EU renewable energy policies.


Key Provisions of the Draft Law

  • EU Terminology Alignment: Adoption of standardized definitions for renewable energy terms.

  • National RES Targets: Introduction of unified rules for calculating renewable energy consumption indicators and setting national targets.

  • Community Energy Models: Legal recognition of RES communities and public energy associations.

  • Cross-Border Cooperation: Mechanisms for statistical transfers, joint projects, and support schemes with EU and Energy Community members.

  • Special Development Zones: Designation of priority zones for renewable energy, energy storage systems, and network infrastructure.

  • Permitting Rules: Clear procedures for investment approvals in renewable projects.

  • Biofuels Sustainability: Introduction of greenhouse gas reduction and sustainability criteria for biofuels.

  • Support for Households: Incentives for installing solar generation (up to 10 kW) with mandatory energy storage of at least 0.5 kWh per 1 kW of generation capacity.


Grid Integration and Transparency Requirements

Transmission and distribution system operators will be required to:

  • Publish hourly data (where possible) on renewable energy share and greenhouse gas emissions.

  • Provide this information in open, machine-readable formats on the state open data portal.

  • Apply ENTSO-E European network standards when local data is unavailable.

  • Share aggregated, depersonalized demand and consumption data from consumers and energy communities.


This legislative update not only aligns Ukraine with EU renewable energy standards but also creates a structured framework for foreign and domestic investment in solar, wind, and energy storage projects, potentially accelerating the country’s green transition.
