This change aims to reduce reliance on imports and harness local capabilities to meet the growing demands of the Ukrainian Armed Forces.
Minister of Digital Transformation Mykhailo Fedorov announced that the new regulation will significantly simplify the previously lengthy and bureaucratic process of obtaining permits for explosives production. Previously, it could take up to 18 months for manufacturers to secure necessary licenses, but the new system reduces this timeframe to just one month, allowing companies to begin production much more quickly.
Fedorov emphasized that similar market-opening initiatives, such as those for drones, electronic warfare, and ammunition, have already proven effective on the battlefield. The opening of the explosives market is expected to follow suit, accelerating the defense industry's growth.
As of early 2024, Ukraine's defense-industrial complex is booming, with 500 active enterprises and nearly 300,000 people involved in producing weapons, ammunition, armored vehicles, and other critical defense systems. This move is anticipated to further bolster the country’s defense capabilities.
