EU integration priority
Chairman of the Verkhovna Rada Committee on Health of the Nation Mykhailo Radutsky announced new steps toward creating a state control body (SCB) in the pharmaceutical sector. The initiative is part of Ukraine’s commitments under the European integration process and a requirement for EU membership.
The SCB is expected to begin work on January 1, 2027, overseeing compliance with EU standards in the circulation of:

medicines,
-
medical devices,
-
blood and its components,
-
narcotic drugs, psychotropic substances and precursors,
-
cosmetics and SoHo substances.
International partnership through Twinning project
The creation of the SCB is supported by the Twinning project, initiated by the European Commission and implemented by a consortium from Lithuania, Poland and Germany.
At the fifth meeting of the Advisory Board, three main work components were outlined:

Legislative block — development of regulatory legal acts.

Defining operational parameters of the organization.

Building expert potential for inspections and regulation.
Cooperation is planned across 13 areas, including licensing, GDP and GMP inspections, drug circulation, and pharmacy production.
The project is set to launch at the end of October 2025 with the participation of experts from Lithuania, Poland, Germany, France and Croatia.

✅ Bottom line: Establishing the SCB will align Ukraine’s pharmaceutical regulation with EU standards, strengthen trust in domestic medicines, and open the way for Ukrainian producers to enter European procurement markets.
