Real estate registration in Ukraine can cost from hundreds to more than sixteen thousand hryvnias

The price depends on speed, while older ownership rights may be registered free of charge

How the fee is calculated

Ukrainian property owners who want to enter an apartment into the State Register of Property Rights may pay from several hundred to more than sixteen thousand hryvnias. The final amount depends on how quickly the applicant wants the result. The administrative fee is linked to the subsistence minimum for able-bodied persons, so the cost changes through a formal tariff rather than a market price.

There is also an important exception: registration of ownership rights that arose before 2013 can be free of charge when it is essentially a re-registration into the modern electronic system.

Available terms and prices

The standard registration term of up to five working days costs three hundred thirty hryvnias. A two-working-day service costs three thousand three hundred thirty hryvnias. Registration within one working day costs six thousand six hundred sixty hryvnias, while urgent processing within two hours costs sixteen thousand six hundred forty hryvnias.

If the owner applies through a notary, notarial services are paid separately. That means the total expense can be higher than the administrative fee alone, especially when a transaction, inheritance, donation or other property document is being processed at the same time.

Where to apply

Documents can be submitted through an administrative service center, a state registrar or a notary. Applicants usually need a Ukrainian passport, taxpayer number, a document confirming ownership, and in some cases a technical passport. A receipt for the administrative fee is required when the service is paid. For the real estate market, clear registration procedures matter because they protect ownership, reduce transaction risk and make apartments easier to sell, inherit or use as collateral.
