Ukraine Sets Course for Next-Gen Connectivity: 5G, Network Restoration and Digital Inclusion by 2030

The Cabinet of Ministers has ratified a comprehensive Electronic Communications Strategy through 2030, outlining Ukraine’s roadmap to rebuild war-damaged infrastructure, extend high-speed fixed and mobile broadband to virtually all citizens, and prepare the market for 5G, IoT and advanced digital services

1. Strategic Objectives

  1. Rebuild and Fortify Networks
    – Complete 100 % restoration of all mobile and fixed-line networks in affected regions.
    – Enhance resilience so that telecommunications operate reliably under crisis conditions.

  2. Universal Broadband Access
    – Deliver gigabit-class fixed Internet to 75 % of households and 99 % of schools, hospitals and other social facilities.
    – Ensure 98 % population coverage with mobile services averaging 90 + Mbps download speeds.

  3. 5G and Next-Gen Services
    – Create a regulatory and technical framework for pilot 5G trials, paving the way for full commercial deployment.
    – Foster Internet of Things (IoT) ecosystems and online education platforms to drive digital transformation across industries.

  4. Regulatory Alignment and Roaming Integration
    – Harmonize Ukraine’s electronic communications rules with EU legislation.
    – Join the EU Single Roaming Area to eliminate cross-border mobile surcharges.

2. Implementation Roadmap

Phase Key Actions Timeline
2025–2026 Full audit of damage; begin network reconstruction; draft 5G trial regulations Q3 2025–Q4 2026
2027–2028 Launch 5G test zones; expand fixed-line gigabit deployments; update licensing frameworks 2027–2028
2029–2030 Commercial 5G rollout nationwide; IoT and digital-education scaling; EU roaming integration 2029–2030

3. Economic and Social Impact

  • GDP Growth: Projected uplift of UAH 56 billion by 2030 from enhanced digital productivity.

  • Job Creation: New roles in network construction, spectrum management, and digital services.

  • Digital Inclusion: High-speed connectivity for remote communities, improving access to education, telemedicine and e-commerce.

4. Stakeholder Collaboration

  • Ministry of Digital Affairs: Overall strategy ownership and regulatory coordination.

  • Telecom Operators: Network reconstruction, investment in fibre and 5G infrastructure.

  • International Partners: Technical assistance and potential co-financing for pilot projects.

  • Social Sector: Engagement in roll-out of connectivity to schools, clinics and municipal services.

Next Steps

  1. Finalize 5G trial regulations and invite operators to apply.

  2. Allocate budget and secure public-private partnerships for network rebuild.

  3. Launch pilot fixed-gigabit projects in selected regions by end of 2025.

  4. Report quarterly on coverage targets and investment milestones.

With this strategy, Ukraine cements its commitment to a fully digital, resilient communications ecosystem—an essential foundation for post-war recovery and long-term economic competitiveness.
