Ukraine Signs High Seas Agreement at UN: A Step Toward Global Ocean Protection

Kyiv strengthens environmental diplomacy, aligns with EU climate goals, and joins 140 countries in safeguarding marine biodiversity

On August 30, 2025, Ukraine officially joined the High Seas Agreement (BBNJ Agreement) by signing the document at the UN headquarters in New York. The agreement aims to protect biodiversity in international waters and ensure the sustainable use of ocean resources. The signing was carried out by Oleksiy Sobolev, Minister of Economy, Environment and Agriculture of Ukraine, authorized by President Volodymyr Zelensky’s order of August 28, 2025.


Why the High Seas Agreement Matters

The High Seas Agreement is the third implementing agreement under the UN Convention on the Law of the Sea (UNCLOS), adopted in 2023. It establishes global rules for protecting biodiversity in areas beyond national jurisdiction, covering nearly two-thirds of the world’s oceans.

Key provisions include:

  • Creation of marine protected areas;

  • Introduction of a global environmental impact assessment mechanism;

  • Equitable access to marine genetic resources;

  • Development of scientific research and technology transfer.

Currently, the agreement has been signed by 140 countries, with 54 already ratifying it. Ratification within 120 days is required for it to take effect.


Ukraine’s Environmental and Strategic Goals

Minister Oleksiy Sobolev emphasized that signing the Agreement is part of Ukraine’s pro-European course and commitment to global climate diplomacy:

“Even in times of war, we prove that we are able to care for the global environment, confront climate challenges and fight the environmental crimes of the aggressor.”

For Ukraine, participation in the High Seas Agreement:

  • Strengthens its European integration and aligns with EU diplomatic priorities, particularly France’s leadership in promoting the accord;

  • Contributes to achieving the Convention on Biological Diversity goals of protecting 30% of land and ocean ecosystems by 2030;

  • Supports the Paris Climate Agreement, specifically in the field of Blue Carbon – carbon captured by marine ecosystems;

  • Provides a platform to highlight the negative environmental impacts of Russia’s occupation of Crimea and aggression in the Black Sea region.


Economic, Scientific, and Diplomatic Benefits

Joining the Agreement not only demonstrates Ukraine’s commitment to international obligations but also:

  • Opens new opportunities for Ukrainian scientists, maritime industries, and environmental projects;

  • Integrates Ukraine into global decision-making on ocean governance;

  • Enhances cooperation with international partners on marine security and ecosystem protection, vital for the Black and Azov Seas.
