Ukraine Simplifies Appeals Against Licensing Bodies for Businesses

New digital register will allow entrepreneurs to submit and track complaints electronically, cutting bureaucracy and boosting transparency  

Government Approves New Rules

On September 8, 2025, the Cabinet of Ministers of Ukraine approved amendments to the Procedure for Maintaining the Register of Complaints of License Applicants. The changes are set out in Resolution No. 1098, which will come into force two months after publication.

The reform aims to streamline and automate how entrepreneurs can challenge the decisions, actions, or inaction of licensing bodies, reducing administrative barriers for businesses.


Key Features of the Updated System

According to the Ministry of Economy, the new system introduces:

  • Full digitalization – complaints will be submitted electronically and processed in an information and communication system.

  • Automatic registration – data about the applicant and complaint will be entered into the register instantly, without the involvement of officials.

  • Broader scope – the register now covers not only inaction or actions of licensing bodies but also their decisions, as required by law.

  • Transparency & access – public access to information from the register will be regulated, ensuring openness and accountability.


Role of Expert and Appellate Council

The amendments also clarify the procedural role of the Expert and Appellate Council on Licensing Issues under the State Registration Service.

Key updates include:

  • appointment of an administrator and public registrar responsible for maintaining the register;

  • defined objects of the register;

  • clear rules for access to public data;

  • streamlined appeals process for businesses.

The updated appeals mechanism is expected to:

  • save time for entrepreneurs disputing licensing decisions;

  • reduce corruption risks by minimizing human involvement in complaint registration;

  • improve transparency of state regulation;

  • strengthen legal protection of businesses and support a more predictable investment climate.

The Ministry of Economy emphasized that the reform is another step in building a digital, transparent, and entrepreneur-friendly environment in Ukraine, in line with European integration commitments.
