This decision aims to significantly boost domestic ammunition production and streamline the importation process.
Key Changes to Import Procedures
Minister of Strategic Industries of Ukraine, Herman Smetanin, announced this development, highlighting its importance amid the global shortage of explosives and related materials:
-
Simplified import procedures now apply to:
-
Explosives
-
Means of initiation
-
Products and devices containing explosives
-
-
The simplified procedure offers a clear, transparent, and efficient import process.
How Enterprises Can Benefit
To utilize this simplified import process, Ukrainian enterprises must:
-
Join the Electronic Register: Enterprises must first be registered in the Electronic Register of Selection and Executors of State Contracts.
-
Submit an Application: Enterprises are required to apply directly to the Ministry of Strategic Industries.
-
Verification Process: Within five days, the ministry verifies:
-
The enterprise's compliance with project objectives.
-
Inclusion in the electronic register.
-
-
Permit Issuance: Upon approval, the Ministry informs the State Export Control Service, which then grants a one-time permit for importing the goods. Denials may also occur based on application reviews.
Boosting Domestic Ammunition Production
Minister Smetanin emphasized that this streamlined process will notably:
-
Increase ammunition production capacity.
-
Accelerate overall manufacturing timelines.
This step is critical given the current international shortage of explosives and ammunition components, directly enhancing Ukraine's defense industry capabilities.
Future Initiatives and Growth
The government also plans to launch a dedicated grant program aimed at supporting factories producing explosives. Currently, Ukraine hosts at least 40 private companies actively involved in ammunition and explosives production, with ongoing growth in the sector anticipated.
This policy adjustment underlines Ukraine’s proactive approach in strengthening its national defense industry amid global supply chain challenges.
