What was signed?
At IMO headquarters in London, Ukraine’s Shipping Administration and the Swedish Transport Agency inked a Memorandum of Understanding that:
-
Recognises each other’s seafarer diplomas and certificates in line with the STCW Convention.
-
Enables Ukrainian mariners to work on Swedish-flag vessels without extra exams, and vice-versa.
-
Strengthens cooperation inside the International Maritime Organization on maritime safety, “shadow-fleet” monitoring and the evacuation of blocked vessels from Kherson & Mykolaiv.
Why it matters
| Advantage | Impact on industry |
|---|---|
| Faster crewing | Ship-managers can recruit certified officers from both countries without lengthy revalidation. |
| Cost savings | Cuts administrative fees and training duplication for shipowners. |
| Higher safety profile | Sweden is on the Paris MoU “white list” with a low detention rate (5 of 325 inspections in 2024), reinforcing confidence in Ukrainian credentials. |
| IMO alignment | Joint stance ahead of IMO Council elections and ongoing security briefings on Russian attacks. |
Acting head of the Ukrainian Shipping Administration, Mykola Kravchuk, called the pact “a practical step that widens employment opportunities for our seafarers while supporting global maritime safety standards.”
