Ukraine to Open Embassy in Albania as Friendship Treaty Takes Effect

Ukraine and Albania have officially cemented closer ties with the ratification of the bilateral Treaty on Friendship and Cooperation

The deal, valid for 10 years with an option for automatic extension, paves the way for deeper collaboration between the two countries and reaffirms their commitment to mutual respect, trust, and international law. As part of these expanded relations, Ukraine will also open a new diplomatic mission in Albania, further strengthening bilateral cooperation.

Historic Treaty Enters into Force

  • Official Ratification
On January 16, the Ministers of Foreign Affairs of Ukraine and Albania, Andriy Sibiga and Inli Hasani, exchanged ratification instruments during a formal ceremony. This step marked the official entry into force of the treaty, signed in February of last year during the Ukraine–Southeast Europe summit.

  • Long-Term Commitment
The Friendship and Cooperation Treaty is designed to remain in effect for an initial period of 10 years, automatically renewing for additional five-year intervals unless one of the parties seeks to terminate it. Signed in Tirana by Ukrainian President Volodymyr Zelensky and Albanian Prime Minister Edi Rama, the agreement has been in the works since 2023. Albania completed its ratification procedures in July 2024, and the Verkhovna Rada (Ukrainian Parliament) did so in November 2024.

Diplomatic Milestone: Embassy Opening

  • New Embassy in Albania
In tandem with the treaty ratification, Ukrainian Foreign Minister Andriy Sibiga announced the upcoming opening of Ukraine’s first-ever embassy in Albania. According to Sibiga, this move symbolizes a significant deepening of bilateral ties and a tangible step toward enhanced political, economic, and cultural engagement.

“Today we will also open the Embassy of Albania in Ukraine. I am grateful to the Albanian side and my colleague Igla Hasani for supporting our state and working together to strengthen our ties,” Sibiga noted, underscoring mutual commitment to long-term cooperation.

  • Reciprocal Diplomacy
While Ukraine establishes its mission in Albania, Tirana is likewise working to build out its own diplomatic presence in Kyiv. Both nations see expanded diplomacy as crucial for promoting mutual interests and collaborating on regional security, trade, and people-to-people exchanges.

A Path Toward Closer Cooperation

  1. Strengthening Political Bonds
The treaty underscores a drive toward shared democratic values and regional stability. By enshrining support for international law, Ukraine and Albania stand together in important foreign policy matters, including sovereignty and security issues.

  2. Trade and Economic Prospects
With the opening of new diplomatic channels, the two countries have the potential to increase bilateral trade in sectors such as agriculture, energy, technology, and tourism. Business delegations and investor forums are expected to follow the establishment of embassies.

  3. Cultural and Humanitarian Exchanges
The agreement also encourages organizing cultural events, academic exchanges, and cooperation on humanitarian projects. Expanding partnerships in education, sports, and civil society will create deeper ties between the Albanian and Ukrainian publics.

  4. Regional Context
The partnership comes amid Ukraine’s broader effort to strengthen links with Southeast European nations. During the Ukraine–Southeast Europe summit, regional cooperation was highlighted as a key factor in bolstering stability, securing economic progress, and supporting Ukraine’s path toward Euro-Atlantic integration.

Outlook

With the Friendship and Cooperation Treaty now in force, and an embassy opening in Albania on the horizon, Ukraine and Albania embark on a new era of diplomatic and economic collaboration. Leaders from both nations have expressed optimism that these steps will result in stronger ties, increased trade, and greater political alignment. The next decade—guided by the treaty—promises closer partnership and a shared commitment to European values and regional security.
