Transformer import relief could speed Ukraine’s power grid recovery

Business groups say temporary tax and duty exemptions would help energy companies replace critical equipment faster

Ukraine’s energy sector needs faster access to power transformers as attacks continue to damage generation, transmission and distribution infrastructure. Business representatives are calling for temporary exemption of selected transformer imports from customs duties and value added tax.

The argument is practical. Transformers are among the most critical pieces of equipment for restoring electricity supply, but they are expensive, complex and often require long production cycles. When the grid is damaged, the speed of replacement can determine how quickly households, industry and municipal services recover.

Why imports are unavoidable

Ukrainian producers remain important for the energy sector, but they cannot cover every type and class of transformer required by the power system. Domestic capacity is also heavily loaded. That makes imports a necessary part of emergency restoration and medium-term resilience planning.

Temporary relief from import duties and value added tax would reduce the financial pressure on energy companies and make it easier to procure equipment quickly. For utilities already working under wartime conditions, even a shorter procurement cycle can matter.

Legislation as part of resilience

The proposal links tax policy directly with infrastructure recovery. If adopted, it would not replace domestic production or strategic planning, but it could close a specific bottleneck in urgent transformer replacement.

For Ukraine, the issue is larger than customs treatment. The power system needs stockpiles, diversified suppliers, faster logistics and repair teams that can restore substations under pressure. Import relief would be one tool in that wider energy resilience package.
