Start of the audit
On September 29, 2025, the European Commission’s Directorate-General for Health and Food Safety (DG SANTE) launched a two-week remote audit of Ukraine’s control system for the export of livestock products to the EU.
The State Service for Food Safety and Consumer Protection (SSUFSCP) will present its monitoring mechanisms, provide documentation, and respond to questions from EU representatives.
What the EU is checking
The audit aims to assess Ukraine’s state control over residues of:

pharmacologically active substances,
-
pesticides,
-
other contaminants.
The evaluation covers products already approved under Commission Implementing Regulation (EU) 2021/405, which includes:

cattle and pigs,
-
poultry,
-
eggs,
-
honey,
-
intestinal raw materials.
Key areas of focus
DG SANTE experts will examine:

Central, regional, and local performance of the Food Safety Service;

Effectiveness of state monitoring plans and response mechanisms to non-compliance;
-
Communication channels between authorities and market operators;
-
Institutional capacity of laboratories, including their ability to apply analytical testing methods.

Approval of residue monitoring plans is a prerequisite for Ukrainian producers to obtain or keep the right to export animal-origin food products to the EU.
