Kyiv says the full-scale war has created a financial load that remains enormous even in its fourth year

Ukraine’s foreign minister Andrii Sybiha has highlighted the scale of the financial burden created by Russia’s full-scale war. Speaking at the PISM Strategic Ark conference, he said the cost of sustaining defense remains extremely high even in the fourth year of large-scale fighting.

According to the figures cited, the full-scale war has lasted 1,540 days and total costs connected with its conduct have already exceeded six hundred ninety billion dollars. The estimate underlines how the war affects not only the battlefield, but also public finance, procurement, logistics and long-term economic planning.

Daily pressure on the state

The cost of war is not one single budget line. It includes weapons, ammunition, air defense, fuel, repairs, medical support, logistics, salaries, fortifications and the constant replacement of equipment damaged or destroyed at the front. Each day of intensive fighting adds pressure to a state already financing reconstruction, social spending and emergency energy repairs.

For Ukraine, this makes external support and predictable financing critical. The country can mobilize large domestic resources, but the scale of the war means that partner assistance remains part of the defense system itself. Delays in financing can affect procurement cycles, planning and the ability to prepare for future needs.

The figure also explains why Ukraine continues to call for long-term defense commitments rather than short bursts of aid. A war of this length requires industrial planning, stable supply chains and budget decisions measured in years, not weeks.

For international partners, the message is direct: Ukraine’s defense effort is absorbing a financial burden that protects not only Ukrainian territory, but also the wider European security order. Sustaining that effort requires predictable resources and faster delivery mechanisms.
